Official FAQ2

What is a 'new site'?

A site where this card has not stopped since entering the realm.

Does conjuring this into the realm count as 'stopping'?

No, something must move in order to stop, and conjuring something into the realm is not movement. To trigger, the Flame has to move from one location to another.
