At the start of your turn, surface or unburrow each minion occupying target site nearby.
Official FAQ1
Once I target the site, do I also pick 'surface' or 'unburrow?'
No, you simply target the site, and then the proper action is applied. If a water site is the target, minions there are surfaced. If a land site is the target, minions there are unburrowed.
